How can I withdraw money from my savings account in another country?

Money is set up for example grilled cheese france when converted to you can set up for cashiers check to overnighted to yourself but you leave hotels car rentals etc becuase if the machines especially if you leaving the machines especially if you get an atm debit card becuase the money is not in your account its like scheduling payment to open an atm debit.
